Terms of Clearance: This ICR for the new State Revolving Fund Program is approved for thre years at the initial, 1988 burden level identified in the ICR. EPA shall submit an ICW at the start of each FY including October 1, 1988 stating the amount of the program increase as more Federal funds become available. Concurrently, EPA will be reducing the burden authorization of the construction grants program (OMB # 2040-0027) in 1990 and beyond to reflect its phase-out (program decrease). The net effect will be less burden on States due to less Federal oversight and greater State flexibility. The approval is conditional upon EPA developing and making available "models" or "examples" of Intended Use Plan/Capitalization Grant Agreement, Annual Reports, and State Audits to States to ease burden. EPA shall submit these examples to OMB as soon as possible bu no later than March 1989. This activity is important since it is expected to substantially reduce burden to States in the outyears (198 to 1991). EPA has done a good job in preparing the supporting statement, although it should submit ICR's associated with guidances and statutor requirements in a more timely manner.

Abstract: STATES PROVIDE EPA WITH INFORMATION ON HOW THEY ADMINISTER AND OPERATE SRF PROGRAMS. EPA USES THE DATA TO ENSURE NATIONAL ACCOUNTABILITY, ADEQUATE PUBLIC COMMENT AND REVIEW, FISCAL INTEGRITY, AND CONSISTENT MANAGMEMENT OF THE PROGRAMS.
