THE OWNERS OF U.S.-FLAG VESSELS MUST GET APPROVAL FROM MARAD PRIOR TO THE TRANSFER/CHARTER/LEASE/MORTGAGE SUCH VESSELS TO NONCITIZENS, OR TRANSFER SUCH VESSELS TO FOREIGN RETISTRY. THESE FORMS ARE USED BY THE OWNERS IN OBTAINING THE REQUIRED APPROVALS.
