Abstract:
THIS SUPPLEMENTAL COVERS RM88-15-000 AND RM88-14-001. THIS FINAL RULE ISSUES A PERMANENT BLANKET CERTIFICATE TO ALL OCS PIPELINES AUTHORIZED TO CONSTRUCT AND/OR OPERATE FACILITIES ON OR ACROSS THE OCS. RATE FILINGS ARE REQUIRED TO COMPLY WITH SECTIONS 4 AND 5 OF THE NGA AND TO ENSURE ALL RATES AND CHARGES UNDER THE OCS BLANKET CERTIFICATE ARE JUS AND REASONABLE.
