THE SECRETARY OF EDUCATION MUST DETERMINE WHETHER POSTSECONDARY EDUCATIONAL INSTITUTION MEET THE STATUTORY AND REGULATORY REQUIREMENTS FOR ELIGIBILITY AND CERTIFICATION TO APPLY FOR FUNDING FOR PROGRAMS AUTHORIZED BY THE HIGH EDUCATION ACT OF 1965, AS AMENDED.
