THE LOCOMOTIVE INSPECTION ACT REQUIRES RAILROADS TO INSPECT, REPAIR AND MAINTAIN LOCOMOTIVES SO THAT THEY ARE SAFE, FREE OF DEFECTS AND CAN BE PLACED IN SERVICE WITHOUT PERIL TO LIFE.
