In accordance with the Paperwork Reduction Act and 5 CFR 1320, this collection of information is disapproved because the agency has failed to demonstrate its practical utility. First, APHIS'S supporting statement does not justify, support, or even describe the collection that is apparently envisioned, a swine survey of national scope. Second, a report released on October 9, 1987 by the Johns Hopkins University School of Hygiene and Public Health raises serious concerns about the organization of this survey and issues several recommendations which are not addressed in the survey's supporting statements. For example, the study suggests that APHIS clarify the survey's objectives before increasing the number of participating states. The supporting statement does not indicate whether or not APHIS has done this. Finally, it is unclear how the data will be used to meet the survey's stated goal, to "generate information on the prevalence, incidence, trends, and economic losses from diseases of U.S. food production animals." Discussions with agency staff have indicated that they are aware of these issues and are redrafting the justification for this survey. OMB will work with the agency to reconsider this collection expeditiously should APHIS resubmit it.
