Terms of Clearance:
Approved, through August, 1992. The recordkeeping and reporting requirements in proposed Section 151.55, however, are not approved. It is recommended that alternatives to the garbage record book, such as a certification process, be carefully considered by the Coast Guard. If the Coast Guard wishes to retain the proposed requirement, more adequate justification must be provided so as to demonstrate that the burdens imposed are proportionate to need and that the requirements will have practical utility. The justification should also respond to public comment on the proposed Section 151.55.

Abstract:
SHIPS ARE REQUIRED TO MAKE ENTRIES IN THE OIL RECORD BOOKS AND GARBAGE RECORD BOOKS WHEN OPERATIONS ARE PERFORMED AS PRESCRIBED BY MARPOL 73/78. THIS INFORMATION WILL BE USED BY COAST GUARD PERSONNEL TO VERIFY THAT DISCHARGES OF OIL AND GARBAGE ARE IN COMPLIANCE WITH THE ACT TO PREVENT POLLUTION FROM SHIPS.
