Abstract:
REGULATION IMPLEMENTS SECTIONS 2(D) AND 3(D) OF P.L. 89-777 (46 USC 817D AND E), WHICH MAKE THE COMMISSION RESPONSIBLE FOR ASCERTAINING PASSENGER VESSEL OPERATORS' FINANCIAL RESPONSIBILITY TO PAY PERSONAL INJURY AND DEATH CLAIMS AND TO REFUND FARES.
