THE PUBLIC UTILITIES REGULATORY POLICIES ACT REQUIRES THE FERC TO ESTABLISH REGULATION FOR THE CERTIFICATION OF QUALIFIED SMALL POWER PRODUCTION A COGENERATION FACILITIES, AND THE ESTABLISHMENT OF RATES FOR THEIR SALE OF POWER TO AND PURCHASES OF POWER FROM ELECTRIC UTILITIES.
