Terms of Clearance: This ICR is approved through September, 1994. However, the ICR is not approved for use by those who would be subject to the reporting following the promulgation of the Federally Permitted Release rule or the rule designating Extremely Hazardous Substances under the Emergenc Planning and Community Right-to-Know Act as Hazardous Substances under CERCLA. OMB will review the additional burden imposed by those separa rulemakings once the rules have been submitted to and are approved by OMB. Therefore, the ICR is approved for a total burden of 140,470 hours. (The burden is calculated as follows: (8,729 * 4.2) + (13,659 * 7.6).)

Abstract: SECTION 103(F)(2) OF CERCLA PROVIDES REPORTING RELIEF TO FACILITIES TH RELEASE HAZARDOUS SUBSTANCES IN A CONTINUOUS AND STABLE MANNER. RATHE THAN REPORTING DAILY OR WHENEVER THE RELEASE EXCEEDS ITS RQ, SUCH FACILITIES MAY REPORT ONLY INITIALLY, INCLUDING A ONE-TIME FOLLOW-UP REPORT WHENEVER THERE IS AN SSI IN THE RELEASE AND WHENEVER A CHANGE OCCURS IN THE RELEASE.
