EACH RAILROAD IS REQUIRED TO FILE A COPY OF ITS OPERATING RULES, TIMETABLES AND TIMETABLE INSTRUCTIONS. WITH THESE RULES FRA LEARNS THE CONDITION OF OPERATING RULES AND PRACTICES WITH RESPECT TO TRAINS AND INSTRUCTIONS PROVIDED BY THE RAILROADS TO THEIR EMPLOYEES IN OPERATING PRACTICES.
