Terms of Clearance: Approved as amended by ED's memoranda to OMB of 10/4/91 and 10/8/91. Should the reauthorization of the Higher Education Act necessitate changes in the information collected through this form, ED shall resubmit the form for PRA clearance. In addition, ED shall make the following corrections: -- Provide the regulatory citation for the definition of low-income individual, after this term is defined on p. 10 (Part I.C of the Instructions). -- Blacken only the box on the SF424A that corresponds to Item 12 of t Section D instructions for the Budget Summary. Currently, all of Section D has been blackened.

Abstract: THE APPLICATION FORM IS NEEDED TO CONDUCT A COMPETITION FOR PROGRAM YEAR 1992-93 AND CONTINUATION FUNDING FOR THE UPWARD BOUND PROGRAM.
