Terms of Clearance:
OMB is still concerned about the duplication between this form and the Toxic Chemical Release Inventory form administered by the Office of Toxic Substances and the Toxic Release Inventory (Form R). OMB has previously requested that EPA examine and minimize the duplication between these forms. Although EPA has not taken any steps to reduce t possible duplication for the 1991 Hazardous Waste Report, EPA has assured OMB that regulations for the 1993 report, which will be submit d to OMB for review within the next four to six weeks, will address th duplication. Therefore, OMB is approving this ICR as submitted for th 1991 reporting year, until September, 1992, on the condition that dupl ation be eliminated by the 1993 reporting year. OMB will not approve the report for the 1993 reporting year if EPA has not eliminated the d lication between this and other EPA forms. Further, OMB may revisit t approval of the 1991 forms if EPA has not shown substantial progress (e.g. publication of proposed regulations) towards eliminating the dup cation on the 1993 report.

Abstract:
EPA HAS MADE MINOR TECHNICAL CORRECTIONS TO THE BIENNIAL HAZARDOUS WASTE REPORT FORMS AND INSTRUCTIONS TO IMPROVE THEIR EASE OF USE AND ABILITY TO OBTAIN DATA TO SUPPORT THE SARA CAPACITY ASSURANCE PLANNING PROCESS. THE ESTIMATE OF BURDEN HAS BEEN INCREASED IN RESPONSE TO EXPERIENCE WITH THE ESSENTIALLY IDENTICAL 1989 REPORT PACKAGE AND PRETESTING OF THE CURRENT VERSION.
