THE FTZ ACT REQUIRES THAT A ONE-TIME APPLICATION BE MADE TO THE FTZ BOARD FOR AUTHORITY TO ESTABLISH A FOREIGN-TRADE ZONE PROJECT IN A PORT OF ENTRY COMMUNITY. APPLICANT IS NORMALLY A CITY, STATE, PORT AUTHORITY OR OTHER PUBLIC OR QUASI-PUBLIC ORGANIZATION.
