Terms of Clearance:
Approved as amended by ED's memoranda to OMB of 11/22/91 and 12/4/91. In addition, ED has agreed to meet the following terms: -- ED shall provide OMB weighted response rates by stratum for the 199 91 SASS as soon as these data are available. -- ED shall examine the feasibility of collecting data on cross-distri iterinent teachers through the Federal-State Cooperative System, and shall report progress made as soon as possible (but no later than the next submission of the SASS for clearance). If such a mechanism is no feasible, ED shall assess and report on other potential means of collecting cross-district data. -- ED shall assess the burden, response rates, and data quality of information collected in Qs. 10 and 11 of the Teacher Demand and Shortage Survey field test, and shall report this analysis in the main study justification (for the 1992-93 SASS) -- ED shall add an "Other (specify)" option to item 27 of the Teacher Demand and Shortage Survey. -- ED shall analyze the fied test data for Qs. 36-37 of the Teacher Demand and Shortage Survey to determine if the average bonuses differ type of incentive, and shall modify the main study question accordingl -- ED shall request schools that count LEP students under a different definition than of School Survey Q. 14 to provide that definition. ED shall then analyze the scope and potential impact of such differences.

Abstract:
THE PURPOSE OF THE FIELD TEST IS TO TEST NEW ITEMS ON EACH OF THE FOUR SASS SURVEY INSTRUMENTS. THE RESULTS OF THE FIELD TEST WILL BE USED TO REVISE ITEMS FOR USE IN THE NEXT FULL SCALE SASS IN SCHOOL YEAR 1992-93.
