Terms of Clearance:
Approved as amended by NSF's memoranda to OMB of 1/6/92 and 1/7/92. Short-term approval is granted because NSF has not met the existing conditions of clearance for this package. Specifically, NSF did not provide PIs with an explicit option to submit their curriculum vitae i addition to the required information, and did not analyze the extentto which the vitae would have duplicated the required list of scientists with whom PIs have collaborated. NSF must provide this option immediately, and submit the analysis with its next clearance package. -- In addition, NSF and OMB agreed on 3/6/90 that small businesses and other commercial organizations would not have to provide the Education and Human Resources Statement with their application. However, the August 1990 printing of the GRESE and Important Notice 107 did not include this exemption. Upon the next submission of this package for clearance, NSF shall propose a revision to IN 107 that includes an exemption for all non-academic institutions; NSF agreed to this langua on 1/6/92. Moreover, NSF shall immediately create an addendum to this effect for the GRESE, to be sent to all future PI applicants who recei the package until the exemption is included in an IN 107 reprint. -- Last, NSF notes that the response rate for mail reviewers averages to 50 percent, necessitating additional copies of grant proposals from PI applicants. NSF shall take measures to increase this rate and redu the number of applicant copies, reporting progress upon resubmission.

THE NATIONAL SCIENCE FOUNDATION SUPPORTS RESEARCH IN MOST SCIENTIFIC DISCIPLINES, SCIENCE EDUCATION AND RESEARCH POLICY. THIS SUPPORT IS MADE THROUGH GRANTS, CONTRACTS, AND OTHER AGREEMENTS AWARDED TO UNIVERSITIES, UNIVERSITY CONSORTIA, NONPROFIT, AND OTHER RESEARCH ORGANIZATIONS.
