PROPOSAL REQUIRES ALL FACILITIES COVERED UNDER SECTION 313 OF THE EMERGENCY PLANNING AND COMMUNITY RIGHT-TO-KNOW ACT OF 1986 TO REPORT ADDITIONAL DATA ELEMENTS REQUIRED BY THE POLLUTION PREVENTION ACT OF 1990.
