Abstract:
THIS RULEMAKING INCORPORATES RECENT STABILITY AMENDMENTS TO THE SAFETY OF LIFE AT SEA CONVENTION (SOLAS) INTO DOMESTIC REGULATION. THESE STABILITY AMENDMENTS HAVE BOTH DESIGN AND OPERATIONAL ASPECTS. THE ASSOCIATED REPORTING AND RECORDKEEPING REQUIREMENTS ARE NECESSARY TO ASSURE THAT VESSELS ARE DESIGNED TO AND OPERATING WITHIN THE APPLICABILITY REGULATIONS THAT ASSURE SAFE VESSELS.
