THE RULES SET OUT THE PROCEDURES WHEREBY OPERATORS OF ENHANCED OIL RECOVERY PROJECTS CERTIFY TO THE INTERNAL REVENUE SERVICE THAT THEIR PROJECT MEETS THE REQUIREMENTS OF SECTION 43(C) OF THE INTERNAL REVENUE CODE.
