Terms of Clearance: Approved under the following conditions to which ED has agreed: -- ED shall revise the cover letter to indicate that new instructions regarding grantee evaluations appear in the narrative instructions. -- ED shall add to the new evaluation instructions a third option, und which grantees would compare student outcomes before and after project implementation against norm-referenced criteria (a gap reductionmodel) -- The new evaluation instructions shall indicate that comparisons of student outcomes be made before and after receipt of services, rather than before and after project implementation. -- The assurances required under this program shall be the minimum required under the program statute and regulations.
