OMB extends continued approval to the existing EEO-1 report, without change, through December 1993. The changes proposed to the EEO-1 are not approved. The changes would result in expansion of the existing job categories used in reporting by employers. The proposed changes fail to satisfy the requirement at 5 CFR 1620.4(b)(1) that information collections undertaken by agencies be the least burdensome necessary for proper performance of agency functions. Employers would incur substantial costs in providing the information in the changed format. Large costs would result from necessary changes to data systems and reclassification of employees into the new categories in order to satisfy the new EEOC requirements. These proposed changes represent a major shift from a long-standing and widely-understood reporting format. Further, EEOC has failed to demonstrate how the expansion of the job categories would result in substantially more meaningful data given the fact that the new categories would still represent broad aggregations. (With the exception of the Description of Job Categories material, those minor changes contained in REVISION II, submitted to OMB on 1/28/92, are encompassed by this action approving continued use of the previous version of the EEO-1.)
