Pursuant to Section 3504(h) of the Paperwork Reduction Act and 5 CFR 1320.13, OMB does not approve this information collection and files th following comments (the existing clearance is continued through 8/94): -- The use of UI wage records to evaluate the effectiveness of Federal employment and training programs increases the usefulness of these dat while reducing burden and improving accuracy in such program evaluations. The Administration's Job Training 2000 initiative suppor using common measures to assess outcomes among various Federal program This NPRM would severely limit use of UI wage record data by Federal agencies other than DOL, as well as State, local, and private entities -- These records also comprise portions of the Income and Eligibility Verification System (IEVS), under which various agencies in the Federa welfare system match records with UI to verify eligibility for and amount of benefits, and to validate internal data. The NPRM may have the effect of limiting this matching procedure, which would also reduce the usefulness of UI data. -- DOL shall address these issues, and other issues received in the significant public comment responding to this NPRM, in its final rule. A system that permits responsible use of UI wage records data would ensure sufficient confidentiality, while realizing the significant public benefits that would result from analysis of UI wage record data
