THESE REGULATIONS AND THE NEW PROPOSED REGULATIONS WILL APPLY TO ALL COMMERCIAL FISHING INDUSTRY FISHING VESSELS, SEAMEN ON SUCH VESSELS, UNDERWRITERS OF INSURANCE ON SUCH VESSELS. THE INFORMATION REQUIRED T BE COLLECTED IS MANDATED AND THE INFORMATION REQUIRED TO BE POSTED IS EXPECTED TO REDUCE THE UNACCEPTABLY HIGH RATE OF CASUALTIES. ADDITIONALLY, THEY WILL ACT AS A MEANS OF VERIFYING COMPLIANCE WITH
