TO PROVIDE FINANCIAL ASSISTANCE TO TRIBES, TRIBAL ORGANIZATIONS, AND INDIVIDUALS THROUGH THE DIRECT LOAN AND LOAN GUARANTY PROGRAMS TO PROMOTE ECONOMIC DEVELOPMENT ON OR NEAR RESERVATIONS.
