INFORMATION IS NEEDED AS A MANAGEMENT TOOL FOR PLANNING BY TRANSIT SYSTEMS. IT IS USED BY ALL LEVELS OF GOVERNMENT FOR MAKING POLICY ANALYSIS AND INVESTMENT DECISIONS.
