Approved as amended by ED's 8/20/92 memorandum to OMB. In addition to submitting a revised application, ED shall meet the followingterms: -- The authorizing statute for this program requires consultation with the National Endowment for the Humanities and the National Science Foundation. NEH did not participate in the previous consultative process, and it is unclear whether NSF participated. Both agencies shall be included in the next consultative survey, which shall be conducted prior to the next competition for this program. -- This consultative survey shall address concerns raised by Congress regarding need to improve use of the consultative process, particularl with respect to projected needs for faculty and scientists. ED shall include sufficient representation of groups to ensure a diversityof views; the previous survey included only two non-Federalorganizations. -- ED shall also develop a weighting system that considersresponses of all respondents equally; the previous survey gave greaterweight to organizations that checked more areas of national need.These improvements shall be made for the next consultative survey, priorto the next competition and issuance of final program regulations. -- ED shall modify the p. 14 instruction regarding recruitment, to to prohibit use of funds only for recruitment that would be conducted normally; projects may undertake special recruitment activities. -- ED shall assign its discretionary points to the evaluation criterio
