Terms of Clearance:
Approved through December 1993. As explained below, we believe that t proposed collection could be significantly improved by further changes and testing. The Department may, however, initiate use of the revised form for one year as permitted by the Paperwork Reduction Act due to expiration of the OMB review period. Alternatively, the Department ma continue to use the current form while responding to OMB comments. . In preparation for the next OMB review of this collection, the Department should: 1) obtain detailed comments on the proposed form from a small number of incoming travelers, if the revised form is plac in use, 2) explore the feasibility of an alternative three page form (fold-out) which would provide the opportunity to use larger and more readable type for the instructions, 3) develop a shorter Paperwork Reduction Act notice which would provide a statement of the purpose of the form and Customs and OMB addresses where comments could be sent, 4) design a version of the instructions in which the requirements of t law would be stated in clear but non-threatening language with a singl citation of applicable law and regulations, and 5) plan a program to test one or more alternative versions on persons similar to incoming travelers. We suggest that the Department and Customs discuss these conditions with OMB within the next month so that an understanding can be reached on how they will be met. You may omit the expiration date.

THE CUSTOMS FORM 6059-B FACILITATES THE CLEARANCE OF PERSONS AND THEIR GOODS UPON ARRIVAL IN THE TERRITORY OF THE U.S. BY REQUIRING BASIC INFORMATION NECESSARY TO DETERMINE CUSTOMS EXCEPTION STATUS AND IF ANY DUTIES OR TAXES ARE DUE. THE FORM IS ALSO USED FOR THE ENFORCEMENT OF CUSTOMS AND OTHER FEDERAL AGENCIES LAWS AND REGULATIONS
