Terms of Clearance: Approved for one year, through September 30, 1993. In August 28, 1992 responses to questions and concerns raised by public commentors, the Coast Guard indicated that it will be considering changes in the final rule that may reduce some of the information collection burdens. Befo these provisionally approved requirements become fully effective, OMB should review final rule responses to comments and final rule changes affecting the information collection burdens. This additional justification and final first year burden estimates should be submitte to OMB at the final rule stage accompanied by an inventory correction worksheet. A clearance for one year has been provided in order that the Coast Guard can carefully evaluate the burden associated with the provision of plan updates and revision/amendment requirements so as to minimize any unnecessary burdens.

Abstract: OIL SPILLS FROM VESSELS CAN HAVE SERIOUS IMPACTS ON ALL ASPECTS OF THE MARINE ENVIRONMENT. QUICK, EFFECTIVE, WELL COORDINATED RESPONSE PLANS WILL MINIMIZE THE POTENTIAL EFFECTS OF MASSIVE SPILLS ON THE NAVIGABLE WATER OF THE UNITED STATES.
