In response to the prior terms of clearance, the Bureau of Public Debt (BPD) provided on 10/20/1992 the explanation that once an initial investment is made, BPD establishes an investor account. The investor can make additional investments through Treasury Direct by providing only a limited number of data elements for each new purchase.
