SECTIONS 43.51 AND 43.53 OF 47 CFR REQUIRE COMMON CARRIERS TO SUBMIT REPORTS SO THAT THE FCC CAN MONITOR VARIOUS ACTIVITIES OF THESE CARRIERS TO DETERMINE THE IMPACT ON THE JUST AND REASONABLE RATES REQUIRED BY THE COMMUNICATIONS ACT OF 1934, AS AMENDED.
