A LOGBOOK IS NEEDED TO KEEP OFFICIAL RECORD OF ALL FOREIGN AND INTERCOASTAL VOYAGES, AS WELL AS LOAD LINE AND TESTING RECORDS. IT IS USED FOR SAFETY AND PERSONNEL INVESTIGATIONS. THE AFFECTED PUBLIC IS U.S. MERCHANT MARINERS AND SHIPPING COMPANIES.
