Approved as amended by NSF's memoranda to OMB of 12/17/92 and 12/29/92 In addition, NSF has agreed to the following conditions: -- The payment of a $5 incentive to respondents is not approved. NSF achieved a sufficiently high response rate during the field test witho the use of an incentive, and NSF has taken additional steps to maximiz response rates for the full study. -- In question D10, NSF shall insert the phrase "during that time" at the end of the question stem, to make the questions consistent with D1 in referring to the time frame cited in D9. -- Approval of the disability question for this survey (D24) has no bearing on the disability question as phrased for the Survey of Earned Doctorates (SED). NSF has proposed an abbreviated version of the question in the SED within a memorandum for this clearance package; OM will discuss the implications of abbreviating the question during revi of the SED.

THIS DATA COLLECTED IN THIS SURVEY WILL ENABLE NSF TO PARTIALLY FULFILL THE REQUIREMENT TO SERVE AS A CLEARINGHOUSE FOR INFORMATION ON THE SCIENTIFIC AND TECHNICAL POPULATION OF THE U.S. THAT INFORMATION ALLOWS FOR POLICY AND PLANNING ACTIVITIES BY OFFICIALS OF GOVERNMENT, PRIVATE INDUSTRY AND ACADEMIC INSTITUTIONS.
