Abstract:
THIS INTERIM RULE AMENDS THE DECEMBER 16, 1991, HOME PROGRAM INTERIM RULE. THE AMENDMENTS PROVIDE ADDITIONAL GUIDANCE, MAKE TECHNICAL CORRECTIONS, AND MAKE SUBSTANTIVE CHANGES NECESSARY FOR SUCCESSFUL OPERATION OF THE PROGRAM.
