COMPENSATION PAID TO NONRESIDENT ALIENS (NRA) FOR INDEPENDENT PERSONAL SERVICES (I.E., AS INDEPENDENT CONTRACTORS) IS GENERALLY SUBJECT TO TH 30 PERCENT OR GRADUATED RATES.
