CERCLA SECTION 103 AND CLEAN AIR ACT SECTION 311 REQUIRE A PERSON IN CHARGE OF A FACILITY OR VESSEL TO REPORT TO THE NATIONAL RESPONSE CENTER AS SOON AS HE HAS KNOWLEDGE THAT THERE HAS BEEN A RELEASE OF CERCLA HAZARDOUS SUBSTANCE THAT EQUALS OR EXCEEDS THE REPORTABLE QUANTITY (RQ) OR THAT THERE HAS BEEN A DISCHARGE OF OIL THAT CAUSES A SHEEN.
