Abstract:
THESE REQUIREMENTS ARE NEEDED TO ENSURE THE SAFE TRANSPORT OF BULK HAZARDOUS LIQUIDS ON CHEMICAL TANK VESSELS AND TO PROTECT THE ENVIRONMENT FROM POLLUTION. RECORDKEEPING AND REPORTING REQUIREMENTS ARE NEEDED TO ENSURE VESSELS MEET THE REQUIREMENTS. CHEMICAL TANK VESSEL OPERATORS ARE AFFECTED.
