IN ORDER TO MEET THE REQUIREMENTS OF PUBLIC LAW 97-363 TO COMPILE AND MAINTAIN DATA ON REFUGEE SECONDARY MIGRATION, STATES ARE REQUIRED TO REPORT THE FIRST THREE DIGITS OF THE SOCIAL SECURITY NUMBERS OF REFUGEES RECEIVING AID.
