OWNERS/OPERATORS MUST NOTIFY EPA OF CONSTRUCTION, MODIFICATION, STARTUPS, SHUTDOWNS, MALFUNCTIONS, DATE, AND RESULTS OF PERFORMANCE TEST. PERIODS OF EXCESS EMISSIONS SHALL BE REPORTED QUARTERLY, COMPLYING VOC EMISSIONS SHALL BE REPORTED SEMIANNUALLY.
