WHEN STATE UNEMPLOYMENT FUNDS BECOME INSOLVENT, FUNDS NEEDED TO CONTIN UNEMPLOYMENT BENEFITS WITHOUT INTERRUPTION CAN BE BORROWED FROM THE FEDERAL UNEMPLOYMENT ACCOUNT. TO TRIGGER A REQUEST FOR ADVANCES OR A VOLUNTARY REPAYMENT, THE GOVERNOR OR THE PERSON SO DELEGATED BY THE GOVERNOR MUST FORWARD A FORMAL LETTER TO THE SECRETARY OF LABOR.
