DIESEL FUEL TRADERS WILL HAVE TO NOTIFY THEIR TERMINAL OPERATORS OF THEIR REGISTRATION STATUS. DIESEL FUEL SELLERS WILL HAVE TO NOTIFY THEIR BUYERS IF THEY BUY DIESEL FUEL.
