42 U.S.C. 300X 1-9 AUTHORIZED BLOCK GRANTS TO THE STATES FOR THE PURPO OF PROVIDING COMMUNITY-BASED MENTAL HEALTH SERVICES. UNDER THE PROVISIONS OF THE LAW, STATES MAY RECEIVE ALLOTMENTS ONLY AFTER AN APPLICATION IS SUBMITTED AND APPROVED BY THE SECRETARY. THIS PACKAGE PROVIDES THE STATES WITH THE INSTRUCTIONS AND FORMAT OF THEIR APPLICATIONS AND REPORTING SO THEY CAN COMPLY WITH THE REQUIREMENTS OF
