Abstract:
THE GROUND CONTROL PLAN IS USED AS AN ENFORCEMENT TOOL TO INSURE THAT SURFACE COAL MINE OPERATORS' METHODS OF CONTROLLING HIGHWALLS, PITS, A SOIL BANKS ARE CONSISTENT WITH PRUDENT ENGINEERING DESIGN AND WILL INSURE SAFE WORKING CONDITIONS.
