OPERATORS OF NATURAL GAS PIPELINES WOULD BE REQUIRED TO KEEP SUPPORTIN RECORDS AND INCLUDE ADDITIONAL PROCEDURES IN THE O&M MANUUAL FOR PROTECTING PERSONNEL IN EXCAVATING TRENCHES FROM UNSAFE ACCUMULATIONS OF VAPOR OR GAS.
