Abstract:
OPERATORS OF HAZARDOUS LIQUID AND CARBON DIOXIDE PIPELINES WOULD BE REQUIRED TO KEEP SUPPORTING RECORDS AND INCLUDE ADDITIONAL PROCEDURES IN THE O&M MANUAL FOR PROTECTING PERSONNEL IN EXCAVATED TRENCHES FROM UNSAFE ACCUMULATIONS OF VAPOR OR GAS.
