Terms of Clearance:
We are extending the Entry Summary, Form 7501, through March 1995 to enable the Customs Service to adopt a strategy for minimizing the burd on importers and brokers of the current duplicative reporting systems. We are unable to determine from the statement accompanying the Request for OMB Review whether the request meets the requirement of section 1320.4 of the regulations (5 CFR 1320) implementing the Paperwork Reduction Act that a collection be the least burdensome necessary for the proper performance of the Agency's functions. We are aware that the Service is involved with making significant preparations for implementing the North American Free Trade Act. We also are aware that reorganization, modernization, and reinvention processes within Customs have not yet been fully harmonized. However, decisions relating to Form 7501 are at the heart of Customs and interagency commercial operations and will have a major impact on the burden imposed on the trade and the public. Consequently, as a conditon of further extension of the clearance of Form 7501, the Department is requested to provide by January 1995, a plan, including key milestones, for meeting all of the federal government's needs for import and export data through a single collection system. We believe that the implementation schedule will provide meaningful guidance for further clearance action. OMB staff will be available to discuss these terms at our mutual convenience.
