THE STATE PLAN FOR INDEPENDENT LIVING (SPIL) PROVIDES THE BACKBONE AND PRIMARY GUIDANCE FOR ALL ADMINISTRATORS, PROVIDERS, AND OPERATORS OF INDENPENDENT LIVING PROGRAMS TO SERVE INDIVIDUALS WITH SEVERE DISABILITIES UNDER TITLE VII OF THE ACT.
