Part I of this form is approved based on ED's 8/25/94 memorandum to OM Part II is not approved at this time, because final Part II revisions will depend on the content of final regulations governing evaluation standards and compliance indicators in this program. ED shall resubmi Part II for PRA clearance in the context of publication of that final rule, consistent with the procedures of 5 CFR 1320.13(g). The following conditions apply to the clearance of Part I: -- ED reports that States completed draft reports on a voluntary basis as part of the FY 1994 continuation application process, and provided comments on the report as well. Use of the form by ED for funding purposes, even as voluntary, without OMB approval represents a violati of the PRA (though ED has made important revisions based on comments). -- ED shall move the narrative descriptions of the attachments from th Table of Contents, and combine them with the attachment instructions o pp. xix-xxiii. ED shall also revise the p. 8 headings as E-F, not E-E -- ED shall accurately cite the record retention authority on p. 9. -- ED shall clarify the instructions on pp. xv and regarding Q. IA.II( and (c) of the form, adding the information in ED's response to OMB. -- ED shall format the column headings correctly on p. 5 of the form. -- ED shall combine lines (h) and (i) of Q. IC.II on p. 9 of the form, since ED's response to OMB's comments indicates that separate lines wi generate data that lack practical utility.
