Terms of Clearance:
Approved as amended by ED's memoranda to OMB of 6/6/94, 6/21/94, and 6/30/94. Approval is granted for monthly reporting of loan data, whic will reduce reporting burden by more than two-thirds from ED's initial proposal to require weekly reporting. As ED has indicated, the net change in reporting due to implementation of NSLDS and corresponding phase-out of existing loan program reporting requirements will be a reduction estimated at 2.93 million hours per year. -- Approval is granted to proceed with data collection, maintenance an use for all three phases of NSLDS. ED shall implement Phases II and I as quickly as possible. ED shall also develop capability among progra offices to access the NSLDS through ad-hoc queries, specifically to allow the Budget Service access to Credit Reform Act data. -- ED's System of Records notice for the NSLDS is still under review. Full implementation of the system is conditional on approval of this notice, which will ensure appropriate Privacy Act protections. -- ED shall provide occasional updates to OMB regarding implementation including the changing system environment at respondent institutions. -- ED shall continue work to develop appropriate common identifiers wi other data bases to allow for information sharing and linkages, including IPEDS and the Pell Grant system, given proper protections an notices as required by the Privacy and Computer Matching Acts.
