Abstract:
THE PURPOSE OF THE TARIFFING REQUIREMENT IS TO ALLOW THE COMMISSION TO DETERMINE WHETHER OR NOT PROPOSED COST-OF-SERVICE RATES ARE JUST AND REASONABLE FOR OIL PIPELINES AND TO "STREAMLINE" THE RATEMAKING PROCES BOTH FOR THE INDUSTRY AND THE COMMISSION STAFF.
