OMB approves the NAPIS and NORS pilot projects through 12/95 with the understanding that the subsequent requirements approved for all states will be determined in part by the outcome of the pilots. AoA should meet with the National Association of State Units on Aging and the National Association of Area Agencies on Aging to reach consensus on the design, timeframe, and evaluation methodology for the NAPIS and NORS pilots. OMB would be glad to host such a meeting for AoA. In the NAPIS pilot, AoA should assess the utility of reporting requirements that states consider burdensome, intrusive, and unrealistic, such as the cross tabs by service, and race/ethnicity in section II.B. and nutritional risk screening (particularly in congregate settings.) These requirements do not appear to be explicitly mandated in statute and should impose minimum burden on the states. If the pilot demonstrates that this information is difficult and costly to collect, AoA should consider limiting reporting to aggregates by service.
